In August 31 comments to the Federal Acquisition Regulation (FAR) Council, PSC, through its affiliation with the Council of Defense and Space Industry Associations (CODSIA), recommended changes to the July 2, 2010, FAR rule on Recovery Act Subcontract Reporting. Specifically, CODSIA’s comments call for clarity and consistency of key terms used in the rule and express concerns over subcontractor reporting of information to prime contractors.
The next meeting of the PSC Contract Finance and Cash Flow Committee will be held Wednesday, September 15 at 9:30 a.m. in the 8th floor board room at Deloitte & Touche's Offices in Tysons Corner. The guest speaker for the meeting will be announced shortly. In addition to the guest speaker, agenda items include updates on DCAA activities, regulatory requirements for reporting executive compensation, and tracking subcontractor activities. The next meeting of the PSC International Development Task Force will be held on Friday, Septemeber 17, at noon, at the PSC offices. Our guest speaker will be Hilda “Bambi” Arellano, Counselor, USAID. Ms. Arellano brings extensive field experience to her current work as Counselor to USAID Administrator Rajiv Shah, having served as Mission Director in Iraq and Egypt. Delays in annual appropriations have become an all too familiar congressional ritual and this year is no different. When Congress returns from summer vacation, members are unlikely to finish their budgetary work before the October election recess. As a result, agencies face at least one continuing resolution, if not more, to keep the government operating after Oct. 1 until Congress decides to approve an omnibus spending package to cover the remainder of the fiscal year. In his September Washington Technology column, PSC President and CEO Stan Soloway explains how budgetary uncertainty wreaks havoc with internal planning and mission execution of federal agencies, resulting in chaos for agency’s customers and implementing partners in the private and nonprofit sectors.

Language in the Senate version of the 2011 Financial Services and General Government Appropriations Act will accelerate job losses, reduce state and local tax revenues, limit government access to innovation, and substantially increase the government’s cost to the taxpayer, PSC said in letters sent to the Senate. Defense Sec. Gates’ announcement yesterday that he’s curtailing most of the department's insourcing activities because insourcing has not achieved the projected savings validates the Professional Services Council’s view that his well intentioned April 2009 initiative has devolved into a budget drill based on arbitrary quotas and significantly overstated savings assumptions. A proposed rule limiting the use of subcontractors under Homeland Security Department emergency contracts will reduce the speed and flexibility of post-disaster response and recovery efforts, the Professional Services Council and fellow association members of the Council of Defense and Space Industry Associations (CODSIA) said in CODSIA comments submitted to the department on Aug. 9.
