The Service Contract Act (SCA) is one of the most technically challenging laws impacting federal contracting for services. Whether you are competing for a SCA-covered award, or you are performing a contract and administering your responsibilities under SCA, this two-day course will help you understand SCA requirements to ensure fair competition and compliance throughout performance of the awarded contract. This course is the nation’s only SCA training conducted in coordination with the Department of Labor’s Wage and Hour Division. It is certified for 13 hours of credit for HRCI and other professional requirements for continued education.

PSC’s updated and enhanced 2017 SCA training course teaches the fundamental requirements of the SCA affecting numerous personnel within your company. All of these personnel must have relevant knowledge, work together, and communicate with each other often in order to be competitive on service contract proposals, and to be in compliance following award.

Highlights of the PSC SCA course include:

  • Instructors include experts with long careers in the services contracting industry, Department of Labor enforcement programs, procurement agency advisors on labor issues, and legal experts specializing in SCA and related labor issues.
  • Interactive exercises, worksheets, and questions/answers, including use of SCA/FLSA exemptions, determining proper job classifications and the need for conformances, and fringe benefits.
  • Two panel presentations: (a) Department of Labor personnel discuss preparing wage determinations, processing conformances, enforcement processes, and statistics; (b) procurement agency Labor Advisors discuss the administration of various labor standards on contracts and following options/extensions.
  • An extensive training manual that includes all relevant regulations and compliance documents, copies of the presentations, contact information for presenters, and post-conference follow-up.
  • In addition, the course covers relevant executive orders (e.g., Fair Pay and Safe Workplace; changes to the 541 regulatory salary test for exemption; sick leave requirements for contractors; new EO minimum wage requirement for all contractors; etc.), including providing updates to any changes if the Trump administration revisits these issues. The interaction of SCA and Affordable Care Act requirements will also be discussed.
