Contract Type & Structure
The business arrangement between the government and industry is of obvious importance to PSC members. Contract structures continue to be affected by policies, whether required by law or individual agency initiatives. Furthermore, overall policy continues to act as a barrier to entry and impact firms’ ability to enter and mature within the federal market. Policies also affect whether fixed-price, cost-reimbursement or time and materials contracts are chosen to execute a program and whether a contract is subject to full and open competition, a set-aside competition or other form of competition is used to determine the winner. PSC advocates for fair and balanced approaches to addressing contract structure and competitiveness so that the overall industrial base may best serve the government.
