Overview: 
This past October, the Small Business Administration (SBA) published a final rule implementing section 1331 of the 2010 Small Business Jobs Act, which directed the establishment of policies and procedures for setting aside, partially setting aside, and “reserving” multiple award contracts (MACs) for small businesses. These rules are in addition to existing regulations governing small business set-asides. The potential effects of these rules changes represent both opportunities and challenges for businesses of all sizes, and it is critical that small, medium, and large businesses understand their implications.

At this Market Insights session, a panel of experts will explore the regulatory changes, their intended outcomes, metrics for success, and implementation challenges for government, bidders, and awarded contractors. The panelists will also discuss how the rule changes may alter traditional prime/subcontractor relationships.
