PSC COMMITTEES


 

Policy Committees:

Acquisition Policy Committee
The principal committee for developing PSC’s positions and taking actions on major procurement and acquisition policy issues. It focuses on procurement issues including multiple award contracts, GSA schedules, best value, earned-value management, time and materials contracting, performance-based services, and other timely issues. The committee fosters partnering initiatives with various agencies and works toward an improved quality-driven services acquisition process in the federal government. Includes three working groups.

Contract Finance and Cash Flow Committee
Identifies issues and initiates advocacy actions on a range of issues associated with government contract payments/financing, cost accounting standards and cost principles, government audit policy, and contract reconciliation. Oversees PSC's partnership with DCMA, DCAA, and DFAS. 

General Counsels Committee
Functions as an information resource for PSC member company executives and, as issues warrant, publishes members-only summaries of key legal trends or events that affect the industry. The committee has also overseen the submission of Amicus Curiae briefs on PSC’s behalf and has focused on government contract compliance matters, issues related to contractor employees deployed in zones of conflict, and special human resources issues including those relating to security clearances for contractor employees. Includes one working group.

Government Affairs Committee
The GAC meets the first Friday of every month and is often referred to as “the best information exchange in town.” Each meeting features a special government guest discussing, on a non-attribution basis, one or more critical legislative, regulatory, or other policy issues. The second half of each meeting is the information exchange, where up-to-date information and materials on relevant issues and recent policy developments are disseminated and discussed.

Human Resources Committee

Serves as PSC's principle forum for addressing human resource policy issues affecting member companies and the federal government, including attracting and retaining employees, compensation policies, security clearance practices, and more.

Services Industry Competitiveness Committee
Seeks to define critical market issues and drivers affecting the structure and competitiveness of the government services industry and to identify areas in which PSC can and should pursue policy or other changes in the government. Formed as an outgrowth of the CSIS study on the structure and dynamics of the U.S. federal professional services industrial base.

Board of Directors Committees:

 

Annual Conference Committee
Responsible for planning the PSC annual conference that focuses on current business trends, the economics and federal business outlook for services, and other membership concerns. Plans dynamic, timely programming, selects speakers/ presenters, and guides the PSC staff on conference logistics. The annual conference typically is held in late September or early October.

Membership Committee
Recommends for membership companies that would offer a mutual benefit to PSC, and develops and implements programs to grow the membership. Assesses the needs and wishes of current members to ensure their satisfaction with PSC membership. Identifies trends in the industry that offer opportunities for membership development.
