Overview: Achieving Successful Implementation of TO/IDIQ Law and Regulations

The enactment and implementation of 1994’s acquisition laws (FASA) changed the way the government utilizes task order (TO) and indefinite deliver/indefinite quantity (IDIQ) contracts. With the new regulations, contractors have experienced inconsistent application of the law as they interact with their various government customers. Listed below are some key issues, which have been the most problematic, along with recommended solutions. Serious policy attention and/or consistent guidance is needed for all areas discussed below.
