Leadership from the Army Future Studies Group (AFSG) has asked PSC for our input for their work on Army acquisition reform. On October 18, AFSC Chief of Staff Col. Richard Hough and Major Hassan Kamara have been invited to meet with PSC members to discuss Army acquisition reform. 

Among the questions that will be explored during the discussion include:
1. What are the strengths and weaknesses of the current system?
2. How might the Army better incentivize the delivery of innovation?
3. What concerns does industry have relating to the transition of Army Operational Concepts into prototype and procurement actions?

About the speakers:

Colonel Richard A. Hough
Prior to his selection to the Army Future Studies Group Colonel Richard A. Hough, was Chief of Staff, Great Lakes Division, 75th Training Command in Fort Sheridan, Illinois. Prior to this position, COL Hough commanded 1st Brigade, Great Lakes Division, 75th Training Command.  Colonel Hough has held numerous command and staff positions throughout the Total Force, to include Regular Army, U.S. Army Reserves, and the Utah National Guard. Assignments with Active Component include positions with 5th Engineer Battalion (Mechanized), Fort Leonard Wood, MO, as an Engineer Platoon Leader and Battalion Plans officer; a tour with 9th Engineer Battalion in Camp Bedrock, Bosnia-Herzegovina, as the Battalion Plans Officer; duty as the Training Officer, 45th Corps Support Group, Schofield Barracks, Hawaii; Company Commander, 70th Engineer Company (Topographic), 29th Engineer Battalion, Fort Shafter, HI; Assistant Engineer Plans Officer, HQs, 25th Infantry Division; Operations Officer, 3rd Brigade (ROTC), Monterey, CA; Detachment Commander, HQs, 5th Brigade (Training Support), Fort Jackson, SC; and, a tour with Area Support Group (Kuwait), Camp Arifjan, Kuwait, Operation Iraqi Freedom, as the Engineer Plans Officer. As a reserve officer, Colonel Hough served as Engineer Plans Officer, 9th Mission Support Command; Operations Officer (S-3) and Battalion Commander, 411th Engineer Battalion, Fort Shafter, Hawaii; Deputy G3/5/7, 86th Training Division; Chief, Deliberate Plans and Operations, CJTF-HOA, Djibouti, Africa; and, Command Liaison Officer for Defense Support to Civil Authorities (DSCA) for 76th Operational Response Command.

MAJ Hassan Kamara is a basic branch Armor Officer.  He enlisted in the Army in March 2003 in Phoenix, AZ, and initially served as a 42A Human Resource Specialist in the 12th Chemical Company at Harvey Barracks, Kitzingen, Germany.  MAJ Kamara deployed to OIF II (2004-2005) with the 12th Chemical Company, 1st Infantry Division.  Post deployment, MAJ Kamara attended the U.S. Army Officer Candidate School and commissioned in 2005.  Prior to serving on the Army Futures Studies Group, MAJ Kamara served as the Assistant Product Manager of the Patriot Advanced Capability-3 missile where he managed obsolescence, modernization, Foreign Military Sales, and Pre-Materiel Development activities for the U.S. Army’s ‘Next Generation Integrated Air and Missile Defense Interceptor’ from 2015-2017.   Preceding this assignment, MAJ Kamara attended the U.S. Naval Postgraduate School, and the U.S. Naval War College Command and Staff Course from 2013 – 2015.  MAJ Kamara served a two year (2011-2013) nominative joint assignment on the J3 Staff of US Forces Korea where he developed and provided Operational Effects Assessments to the Combined Joint (U.S.-Republic of Korea) Staff.  He commanded C Company 3rd Battalion 41st Infantry Regiment (Stryker) at Fort Bliss, TX in 2011, and C Company 1st Battalion 37th Armored Regiment in Kirkuk, Iraq in 2010.  Prior to Company Command, MAJ Kamara served as an Anti-tank (TOW missile) Platoon leader in 1st Battalion, 87th Infantry Regiment at Fort Drum, NY. 

This event is for PSC members only and provides a unique opportunity to contribute to acquisition reform.  There is no charge for this meeting but advance registration is strongly recommended.
