DESCRIPTION
The Smart Contracting Working Group within PSC’s Acquisition and Business Policy Council (ABPC) was formed to look for opportunities to improve the federal procurement system that would benefit both government and industry. Commonsense policies and consistently applied procedures for how and when the government acquires services can greatly enhance the effectiveness and efficiency of the federal acquisition system. In many areas, improvements to government business and buying policy—whether through statute, regulations, or agency guidance—will lead to positive outcomes that far exceed the magnitude of the changes themselves.

FEATURED SPEAKER
Polly Hall serves as the Director for the Department of Homeland Security (DHS) Procurement Innovation Lab (PIL), and as the DHS Acquisition Innovation Advocate.  In her role, Polly is instrumental in shaping the strategic direction and collaboration framework of the PIL, which is a virtual lab providing a safe space to experiment with innovative acquisition techniques across the DHS enterprise designed to improve procurement processes and outcomes for the DHS mission.  Polly joined DHS in 2010, and supported U.S. Customs and Border Protection, the Domestic Nuclear Detection Office, and Transportation Security Administration as an operational contracting officer prior to joining the PIL. Polly entered the Federal Government after running her own small business and working within academia, where she taught management and public policy courses focused on cooperative business relationships and stakeholder management – subjects which prove very relevant to the efforts she leads today.   She specializes in digital services and technology modernization procurement. In April 2016, Polly graduated from the first cohort of the Digital IT Acquisition Professional Training Program (DITAP), adding the Digital Service (DS) specialization to her FAC-C Level III certification.  Polly earned her B.A. in Political Science at Roanoke College and her M.A. at GWU in Political Management.

Alan L. Chvotkin is the executive vice president and counsel of the Professional Services Council, the principal national trade association of the government technology and professional services industry, where he is responsible for the association’s legislative and regulatory policy activity. He has been at PSC since 2001.



Bradley Saull
Vice President, Civilian Agencies
Bradley J. Saull is Vice President for Civilian Agencies at the Professional Services Council, where he leads the association’s policy and programming for federal government civilian departments and agencies with a particular focus on the Departments of Homeland Security, Veterans Affairs, and Health and Human Services. He has led and coordinated numerous federal acquisition training programs in a “Reverse Industry Day” format where industry shares acquisition lifecycle perspectives on topics such as the company bid/no bid decision, innovation and contract administration post award.


ABOUT ABPC

The Acquisition and Business Policy Council is the principal body for developing PSC’s positions and taking action on cross-cutting, major acquisition policy issues. Its focus encompasses wide-ranging issues such as multiple award and schedules contracts, the role of contractors, federal acquisition workforce development, commerciality, contract type and competitiveness, requirements development and evaluation strategies, alternative acquisition models, internal and external communication, and industrial base health and competition. The Acquisition and Business Policy Council fosters formal and informal partnerships with policymakers and allied stakeholders, and works toward an outcome-oriented federal services acquisition process through regular meetings, timely programs, and various other avenues.
