Shirley Baldwin is M/OAA’s Deputy Director of Foreign Operations. Ms. Baldwin began her career with USAID as a Cooperating Country National Personal Service Contractor in the West Bank/Gaza Mission, and since 2005, has served around the globe as a Foreign Service Contracting Officer. She has managed Acquisition and Assistance (A&A) teams and portfolios at the regional platforms of Kazakhstan and Kenya, the former Regional Services Center in Budapest, and bilateral Missions in Pakistan and Nepal. She led the launch of the A&A Innovation Lab in the Bureau for Management’s Office of Overseas Support Operations in Frankfurt and partnered with the Africa A&A Lab to design and pilot the Small Business Applied Research Program. She received the Small Business Champion Award in 2018 – an award previously only conferred to the Agency’s Director of OAA. Ms. Baldwin recently pursued opportunities in the Agency’s Bureau for Management’s Office of the Chief Financial Officer to lead the Agency’s Funds Control Violation Board as well as engage in other issues of intersecting interest to M/OAA. While working full-time, Ms. Baldwin attended the University of Virginia, completing undergraduate and graduate programs, earning a Bachelor of Urban Planning, and a Masters in the Management of Information Technology.
