PSC Members Participate in Third DHS Reverse Industry Day

On January 10, DHS held their third Reverse Industry Day training event for DHS employees to better inform the acquisition workforce about industry approaches and processes. Sixteen representatives from PSC member companies participated and Bradley Saull PSC Vice President for Civilian Agencies moderated a panel presentation. Government keynote speakers included Mathew Blum, Associate Administrator at the Office of Federal Procurement Policy (OFPP), Office of Management and Budget (OMB); DHS Deputy Under Secretary for Management Chip Fulghum; and DHS Chief Procurement Officer Soraya Correa. DHS Chief Information Officer Luke McCormack attended the entire day.
The theme for the day was “Building Bridges – Understanding Industry Drivers and Motivators in the Acquisition Lifecycle.” The following topics were covered: (a) Engaging with Industry to Conduct Effective Market Research; (b) The Importance of Sections B, C, L, & M to the Industry Decision Making Process; (c) The Importance and Value of Debriefs and Understanding the Factors that Drive Protests; and (d) Understanding the Factors that Influence Timely Contract Execution. There was also a Mock Bid/No-Bid Review that included a role play scenario to give government attendees an idea of the detail necessary for industry pursuit decisions.

Similar events organized by DHS are likely to occur twice a year. PSC was pleased to work with DHS on the scoping and execution of this event – as we did with the first reverse industry day in 2015 and the second reverse industry day in 2016. PSC is also engaging with DHS on research related to pricing. We are also working with other civilian agencies who are considering similar initiatives.
