9:25 - 10:40 a.m.    End user perspective – From Resilience to Recovery 
This session will discuss the 2018 hurricanes that devastated the mid-Atlantic coast. The discussion will highlight insights and lessons learned from FEMA’s after action reports. Further, these insights from natural disasters inform better preparation for man-made disasters, including terrorist or cyber attacks, especially when environmental stressors complicate the digital fabric needed to respond and recover.

10:50 a.m. - 12:00 p.m. Strengthening the Digital Fabric 
This session will discuss the urgent technology need and opportunities for emerging technology to strengthen the digital fabric FEMA uses to improve resiliency and respond and recover from disasters.  As technology becomes integral to disaster response and recovery, we must be vigilant about protecting additional attack surface, escalating the importance of cybersecurity, cyber supply chain risk management, and identity management. How might technologies such as cloud, blockchain, biometrics, and microsegmentation tighten the weave in the digital fabric? In addition, FEMA acquisition leaders will discuss how acquisition reforms/innovations can improve “speed to outcomes” for FEMA and citizens.
