Bruce Propert from the DoD Office of Defense Pricing and Contracting, will be our guest speaker at the July 24 Contract Finance and Cash Flow Committee meeting.  Bruce, accompanied by others, will focus on the opportunities and challenges associated with contract closeout, including implementation of the May 2 DFARS Class Deviation raising the threshold on the use of quick contract closeout procedures. In addition, meeting attendees will discuss relevant provisions in the Senate- and House-passed National Defense Authorization Acts and other related information. 

Input Request: Contract Quick-Closeout Examples for DCMA/DCAA/Defense Policy
At the recent meeting with industry associations, DCMA and DCAA, we engaged in a discussion on the issue of subcontract quick-closeout, specifically extending the same authority to primes as exists in Class Deviation 2019-O009 – “Quick-Closeout Procedures Threshold” dated 6 May 19 for the government. PSC, in coordination with CODSIA, agreed to ask our members for specific examples/scenarios where DCAA has questioned subcontractor indirect costs after the subcontract has been closed. 

Do you have a specific example that you would be willing to share or other comments to make on the Class Deviation or on contract closeout?  If so, please respond by July 12 to policy@pscouncil.org so we can ensure your input is included. This is an important opportunity to help shorten the contract closeout period for contractors.
