U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT 
Mr. Luis A. Rivera is the Deputy Director of Foreign Operations for the Management Bureau’s Office of Acquisition and Assistance. In this capacity, he oversees a team to provide strategic vision and leadership to the Agency’s Missions by supporting the Foreign Service Contracting Officer backstop, and the Acquisition and Assistance staff worldwide.  Under his leadership, his team bridges between Washington, D.C. and the field to ensure policy formulation reflects overseas reality, liaises with internal and external stakeholders to build flexible and adaptive procurement tools, and fosters a whole of M/OAA expertise integration to deliver business solutions to position the Agency to respond to its development and humanitarian mandates on a global scale.
ABOUT CIDC
The PSC Council of International Development Companies (CIDC) creates a dynamic, sustainable advocacy platform for U.S. development companies. The CIDC engages in thought leadership and high-level dialogue with various U.S. federal agencies and stakeholders involved in implementing U.S. foreign assistance programs through monthly committee meetings, an annual conference and other special events. In addition to advocating, educating and facilitating engagement on pressing international development issues, CIDC also informs and advocates on contracting, regulatory, legislative, business process and business development issues .

Paul Foldi is PSC’s Vice President for International Development Affairs, where he serves as lead for the Council of International Development Companies (CIDC), focused on the U.S. Agency for International Development and the Department of State.
