PSC Applauds Adoption of Rep. Knight Amendment in FY19 NDAA
Amendment Would Restore Prompt Payments for Small Business Subcontractors at Department of Defense

May 14, 2018

Arlington, V.A. (May 14, 2018)— The Professional Services Council (PSC) applauded Congressman Steve Knight (R-CA) for his success in passing an amendment to the Fiscal Year 2019 National Defense Authorization Act (NDAA) to permanently restore prompt payments to small business primes and small business subcontractors at the Department of Defense.

Modeled off of his standalone legislation—H.R. 5337, the “Accelerated Payments for Small Businesses Act”—the amendment will help ensure that small businesses who work as subcontractors with the federal government are paid in a timely manner for the goods and services they provide.

“This policy is a critical life line for small businesses who work in the federal market and its impacts are wide-spread," said Alan Chvotkin, PSC's Executive Vice President and Counsel. "PSC compliments Rep. Knight and the leadership of the House Armed Services Committee for accepting this amendment. Congress should now prioritize enacting a government-wide legislative remedy. Codifying this policy for all agencies on a permanent basis will provide the entire federal contractor community with payment predictability and help companies of all sizes assist government agencies in meeting mission needs.”

PSC, the voice of the government technology and professional services industry, sent a letter on May 9 to Rep. Knight, expressing support for his amendment.
