PSC Statement on President Trump’s FY20 Budget Request   

Arlington, Va. (March 12, 2019) – The Professional Services Council (PSC) issued the following statement on the release of President Trump’s Fiscal Year 2020 Budget Request. From PSC President and CEO David J. Berteau:

“This week’s release of the President’s Budget Request starts negotiations for fiscal year 2020. PSC urges Congress to deliver on-time appropriations before the beginning of the fiscal year.

"Congress must agree on higher budget caps for FY20 (and for FY21 as well), so appropriators have the necessary direction and flexibility to fully fund all the federal government functions and meet its responsibilities to the American people. Timely action will reduce costly delays and uncertainty across all agencies, impacting not only our member companies but the government that relies on their services, as well as the entire American public.

"Budget cap levels set eight years ago simply cannot and do not reflect today’s mission needs. With dramatic changes in areas ranging from the opioid epidemic to cyber attacks and cybersecurity, those caps simply do not cover today’s priorities.

"Most in Congress agree that the Defense Department needs an FY20 increase over the limits imposed by the Budget Control Act, with adjustments to both the base budget and OCO (Overseas Contingency Operations) funding.

"For civilian agencies, the caps would cut $55 billion from FY19. This steep a cut would significantly—and negatively—impact too many government missions. Congress must fund all the needs of programs planned and under way.  
 
"PSC looks forward to working with Congress—starting now—to adjust the budget caps for FY20 and FY21 to help ensure that the government can continue to carry out its duties and missions.  The stakes are too high to defer action.”
