Professional Services Council Commends Senate Passage of Bipartisan ARCA Act of 2025

Bill strengthens VA's ability to deliver technology and infrastructure improvements that will directly improve outcomes for veterans and the clinicians who serve them

 

Arlington, Va. (December 12, 2025) -- The Professional Services Council (PSC) today welcomed the Senate’s bipartisan passage of the Acquisition Reform and Cost Assessment (ARCA) Act of 2025, led by Senate Committee on Veterans Affairs Chairman Jerry Moran (R-KS) and co-sponsors Senators Mark Warner (D-VA), Angus King (I-ME), Jim Banks (R-IN), and Mike Rounds (R-SD). This important legislation will strengthen the Department of Veterans Affairs’ (VA’s) acquisition governance while also improving oversight and execution of major modernization efforts, including VA’s ongoing supply chain modernization initiative.

The ARCA Act establishes a new Assistant Secretary for Acquisition and Innovation and consolidates major program offices, contracting authorities, and logistics and supply chain operations under a unified leadership framework. It defines “major acquisition programs” to enable better management and oversight and creates a Director of Cost Assessment and Program Evaluation to improve transparency and lifecycle cost planning.

With the dedicated leadership of Secretary Doug Collins, VA is now positioned to deliver best-in-class outcomes for our heroes.”

PSC also highlighted the Act’s provisions to expand the contracting officer development pipeline and support innovation partnerships through appropriate use of Other Transaction Authority.
