[Recording Available] Quarterly Member Briefing: Shutdown, CRs, and Fiscal Responsibility
On September 27, PSC executive provided an update on (1) the implications for contractors of a potential government shutdown on October 1 and (2) potential FY24 funding impacts of the Fiscal Responsibility Act of 2023. PSC Comments on Acquisition 360 Voluntary Survey
On September 21, 2023, PSC submitted comments on the proposed Acquisition 360 Voluntary Survey, a tool to facilitate industry feedback to federal agencies about contracting processes. Resulting from a 2015 OMB on the Acquisition 360 initiative, this survey asks about industry satisfaction with various solicitation efforts. PSC comments focused on (1) protecting industry when it expresses dissatisfaction; (2) including federal customers' thoughts on process improvements; and (3) creating the opportunity for industry to provide suggestions. PSC Comments on DoJ/FTC Draft Merger Guidelines
On September 18, 2023, PSC submitted comments on the draft update of “Merger Guidelines” released recently by the Department of Justice and Federal Trade Commission. These guidelines detail how the agencies will review mergers and acquisitions to determine compliance with federal antitrust laws. PSC's comments focused on the proposed methodologies and resources to determine "potentially illegal mergers", as well as the applicability of such guidelines when the Government is the primary—and often only—customer. PSC Comments to DoD Contract Finance Study Follow-Up Activity
On September 12, 2023, PSC submitted comments on DoD's subject Request for Information, providing input and feedback to DoD's six questions with actionable recommendations on improving the timeliness of payments to subcontractors. Click here to access PSC’s comments.
[Recording Available] Contracting Working Group Meeting
This month’s Contracting Working Group covered recent government proposals intended to better enhance offeror-government communication, both through its draft Acquisition 360 questionnaire and its proposal which would require explanations to unsuccessful offerors on certain task and delivery order contracts. [Recording Available] Energy Task Force Meeting with Phil Kangas, DOE Loan Program
On Oct. 17, PSC hosted Phil Kangas, the Director of Outreach and Business Development Division at the Department of Energy Loan Programs Office. Mr. Kangas talked about new funding, expanded authority, eligibility, and recent legislative and administrative changes to the DOE Loan program. He provided members with a better understanding of the key things you need to know to compete successfully for funds and a DOE perspective of what they are prioritizing and seeking in implementation.
