Jim Carroll, CEO
Jim brings over 30 years of relevant government and industry experience, including service across multiple federal departments and agencies, and a Fortune 25 corporation. He has served in three presidential administrations, was appointed by two U.S. Presidents to senior positions, and was unanimously confirmed by the Senate. Jim is widely recognized as a trusted leader with a track record of bipartisan collaboration.

Stephanie Sanok Kostro, President
As a recognized expert on federal procurement policy and acquisition regulations, Stephanie also brings a wealth of knowledge on shutdown processes and impacts. She has worked extensively on national security issues during her time at the Departments of Defense and State, the House Armed Services Committee, the Center for Strategic and International Studies, and a strategic advisory firm.

Tim Brennan, Vice President of Technology Policy and Government Relations
PSC’s Capitol Hill liaison, Tim oversees PSC’s legislative affairs and technology policy. He is in frequent communication with Congressional Staff regarding shutdown insights. He’s a former Staff Director for the Subcommittees on Technology Modernization and Oversight and Investigations on the House Veterans’ Affairs Committee. He also served as a Contracting Officer Representative at NIST.

Steve Harris, Vice President of Defense and Intelligence
As PSC's Defense and Intelligence lead, Steve brings more than 28 years of perspective as a federal government executive who’s experienced past shutdowns. He held positions at the Dept. of Homeland Security (DHS) and the Dept. of Defense (DoD). He has extensive expertise in interagency collaboration, public-private partnerships, international policy, and acquisition.
