The Administration’s Revolutionary FAR Overhaul (RFO) initiative represents one of the most significant efforts to modernize the Federal Acquisition Regulation in decades. Phase II of the RFO moves beyond the initial restructuring effort and into substantive revisions to FAR parts and clauses that govern how contractors do business with the federal government.
