The Professional Services Council Appoints Stephanie Kostro as President and Steve Harris as Vice President for Defense and Intelligence

Arlington, Va. (June 12, 2025) -- The Professional Services Council (PSC), the premier trade association representing the government technology and professional services industry, announced at its June 11 Board Meeting the promotion of Stephanie Kostro from Acting President to President, and the appointment of Steve Harris as Vice President for Defense and Intelligence, effective immediately.

Stephanie Kostro assumed the role of Acting President in May 2025 following a successful tenure as Executive Vice President for Policy at PSC. With more than two decades of experience spanning the federal government, think tanks, and private consulting, she brings deep expertise in federal procurement, acquisition policy, and public-private collaboration.

“It’s an honor to lead PSC at a time when the partnership between industry and government is more important than ever,” said Kostro. “Our member companies play a vital role in supporting federal missions, and I look forward to deepening our advocacy and engagement across all levels of government.”

Joining the executive leadership team is Steve Harris, a seasoned federal leader with 28 years of service in national security, cybersecurity, and acquisition. Most recently, Harris served in the Senior Executive Service at the Cybersecurity and Infrastructure Security Agency (CISA), where he led major initiatives to protect the nation’s critical infrastructure.

“I am thrilled to join PSC and contribute to its mission of strengthening the government-industry partnership,” said Harris. “The defense and intelligence sectors are facing unprecedented challenges and opportunities, and I look forward to working with our members to help address them.”

Kostro’s leadership will guide PSC’s strategic direction, advocacy efforts, and industry engagement at a time of evolving federal priorities. Harris will spearhead PSC’s initiatives in defense and intelligence, providing thought leadership and support to member companies working with national security agencies.
