On May 20, 2025, PSC submitted comments to three requests for information regarding the Department of Defense’s (DoD) Software Fast Track (SWFT) Initiative, a program that goes live on June 1, 2025, and that “will lead the Department’s adoption in best practices to obtain, develop, and field secure software.” You can also view the April 24 memo outlining the Department’s plans

• “Software Fast Track (SWFT) External Assessment Methodologies” (
Notice ID RFISWFTExAssessment001)
• “Software Fast Track (SWFT) Automation & Artificial Intelligence (AI)” (
Notice ID RFISWFTAI001)
PSC’s overall strategic comments to the three requests for information reflected appreciation for the DoD CIO’s efforts to implement the SWFT Initiative on a timely basis, while encouraging openness to course corrections as implementation progresses.
PSC emphasized the importance of transparent, sustained collaboration between industry and government, offering to support such engagement where appropriate. At the same time,
PSC highlighted concerns about potential competitive disadvantages and increased costs—especially for small businesses—resulting from added compliance requirements and urged DoD to align new processes with existing frameworks to minimize disruption.
Finally,
PSC sought clarity on key aspects of the SWFT Initiative’s long-term goals, scope, and risk assessment methods, and reiterated its readiness to facilitate ongoing dialogue to ensure effective policy outcomes.
