Dr. Tibbits is the Program Executive Officer for the Financial Management Business Transformation (FMBT) Special Program Office at the Department of Veterans Affairs (VA). His career spans several decades of involvement, both as a medical professional, as well as a technology specialist. Tibbits says that he was driven to work where medicine and IT crossed: to look for opportunities where the patient, the doctor, and the information would be in the room at the same time. He has worked on the IT side since 1988, and led the DoD’s first and second Electronic Healthcare Record (EHR) efforts.

About the CAC
The Civilian Agencies Council focuses on the acquisition policies and strategies of the civilian agencies, including the departments of Homeland Security, Veterans Affairs, Health and Human Services, Energy and others. The Civilian Agencies Council conducts programs to inform member companies about civilian agencies’ policies and initiatives, and serves as a forum for greater dialogue between PSC and the civilian agencies through regular meetings, timely programs, and various other forums.
