SBA Mentor Protégé Program, JVs, and Teaming Agreements

DESCRIPTION
PSC will host a virtual Homeland Security Working Group meeting on Monday, July 24 from 2pm-3pm to gather member input and perspectives that will inform the planning of an industry led discussion this fall for the DHS acquisition workforce on "Understanding the Impact of the SBA Mentor Protégé Program, Joint Venture (JV) Arrangements, and Traditional Teaming Agreements on the DHS Mission." Given the rise of the SBA Mentor Protégé Program and popularity of joint ventures, there is a need to demystify and better understand the risks, benefits, and implications of these arrangements to government agencies, mentors and proteges, and the overall industrial base.

During the planning session, we are looking for member input on the following topics and questions:

  •  What does it take for companies to create a viable Mentor Protégé relationship, JV, or team; 
  • What factors drive their success or failure; 
  • How do government requirements, evaluation criteria, and procurement timelines influence competition and the development and execution of these agreements? 
  • How does the Mentor Protégé program affect the industry writ large? 
  • What effects has it had on small businesses and small business utilization goals for other than smalls? 
  • What are recent trends in federal acquisition strategies, and what impact have these approaches had on businesses who do not participate in mentor-protégé or JV arrangements? 
  • Who actually performs the work under one of these agreements? 
  • What dynamics are in play once a JV wins work? 
  • What can DHS do to support fair competition for companies who decide not to participate in the program? 
  • What are lessons learned and strategies that DHS can use to support a level playing field for negotiations between mentors and proteges? 

Member input at this planning meeting will help inform the agenda, substance, and recommendations provided to the DHS acquisition workforce. Members will have an opportunity at a later date to submit a nomination for a speaking role at the fall event. Please contact Krista Sweet at ksweet@pscouncil.org will questions about this event.
