Prohibition on Certain Semiconductor Products and Services

DESCRIPTION
On May 3, the FAR Council proposed a rule considering amending the Federal Acquisition Regulation (FAR) to implement section 5949 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 that prohibits executive agencies from procuring or obtaining certain products and services that include covered semiconductor products or services effective December 23, 2027. PSC is hosting a conversation to discuss industry questions and concerns on the matter Monday, June 10, from 1pm-2pm EST.

Sebastian Herrick serves as Director, Procurement Policy, where he provides cross-association support for the Professional Services Council and its member organizations.  Sebastian was previously Policy and Program Analyst for the Government Relations department of AECOM, a leading engineering and infrastructure firm. Prior to AECOM, Sebastian served as Chief Analyst for ASC Echo, a boutique political and media data firm in the Washington, D.C. area. Sebastian interned for two congressional offices and graduated from Roger Williams University in Bristol, Rhode Island. He is proudly from Golden, Colorado.

The Acquisition and Business Policy Council is the principal body for developing PSC’s positions and taking action on cross-cutting, major acquisition policy issues.
