DESCRIPTION
Join PSC and NCMA on July 31 as we co-host a reverse industry day for the CMS acquisition workforce. This virtual event will focus on "How Industry Interprets Requirements and Evaluation Criteria in Best Value Procurements." PSC and NCMA members will compare and contrast contract requirements and evaluation criteria from actual “best value” procurements and explain how different language influences a company’s decisions on bidding, pricing, teaming, and solution development. Speakers will discuss how industry evaluates Sections B, C, L, and M of an RFP and the common challenges and unintended consequences of certain types of language in terms of both cost and quality of the solution from contractors. The discussion will include perspectives on multi-step evaluations, conflicts of interest, price realism, use of SOO v. SOW, labor categories, past performance requirements and key personnel, small business policies, and more.
