PSC Welcomes Fiscal Year 2021 Continuing Resolution Passage 
Continuing Resolution Bill Includes Extended Authority for Section 3610 Contractor Provision 

Arlington, Va. (Sept. 30, 2020) The Professional Services Council (PSC) welcomed Senate passage today and urges the president to sign the “Continuing Appropriations Act, 2021 and Other Extensions Act” (H.R. 8337) to fund the government through December 11, 2020.  

“We thank the Congress for acting to avoid a harmful government shutdown before the start of the new fiscal year,” said David Berteau, PSC President and CEO. “However, continuing resolutions (CRs) create many problems for government agencies and the contractors who support them. We urge the Congress to enact the 12 appropriations bills and fully fund the government through Fiscal Year 2021. Spending levels were set by the Bipartisan Budget Act of 2019, and there is no reason for further delay in providing full-year appropriations for the next fiscal year and eliminate the need for another CR or the risk of a government shutdown.” 

In addition to funding government operations, H.R. 8337 extends the authority of a key contractor retention program, Section 3610 of the CARES Act (P. L. 116-136), also through December 11, 2020. This vital provision helps ensure that federal agencies retain the contractor workforce needed to meet their mission needs and that companies preserve key workforce talent that has taken years to build. 

In its September 10, 2020, letter to Congressional Leaders, PSC urged Congress to extend Section 3610 beyond the CR, noting that it has been quietly and effectively working as intended across the federal government to help address continuing COVID-19 impacts, while staying within available funding.

Berteau added that “PSC extends our appreciation to the many Members of Congress who support this extension, including Chairman Gerry Connolly and the Chair and Vice Chair of the Senate Select Committee on Intelligence, Senators Rubio and Warner.”
