Top Agencies for Procurement Forecasting Named in PSC’s 2024 Federal Business Scorecard


Arlington, Va. (June 20, 2024) -- The Professional Services Council (PSC) today released its sixth annual Federal Business Forecast Scorecard. The scorecard is a critical resource for federal contractors, including PSC’s 400+ member companies, as they rely on agency procurement forecasts for effective business planning and capability development to meet the needs of their federal government customers.

The Scorecard examines procurement forecasts from 70 federal agencies and sub-components based on 15 Key Attributes to a Successful Business Forecast including searchable spreadsheets, update frequency, award types, and set-aside information.

Highlights from the Scorecard:

  • Model for Governmentwide Forecasting: GSA Acquisition Gateway.  The Acquisition Gateway encompasses all 15 key attributes identified by PSC. The Gateway allows users to search for contracting opportunities and access detailed information easily.
  • Model for Governmentwide Success: Department of the Labor. DoL’s forecast includes up-to-date forecast data, modified at least monthly and often listing new opportunities bi-weekly to the current day.
  • Model for Agency Success: U.S. Agency for International Development (USAID). USAID has consistently improved its forecast, resulting in a clear identification of procurement status and contract opportunities.
  • Honorable Mention: Department of Education. The Department of Education was commended for its straightforward and accessible forecast presented in a single spreadsheet, setting an example for other agencies.
