Contractors Sound the Alarm on the Longest Shutdown's Impact 
on U.S. Constituents and National Security

Arlington, Va. (November 4, 2025) -- With only hours until the 2025 government shutdown officially becomes the longest in U.S. history, federal contractors are once again sounding the alarm on how this unprecedented disruption is creating serious, unnecessary risks within federal agencies and the essential missions they support on behalf of the American public. 

“The federal contracting industry stands ready to deliver on the missions of the federal government,” said PSC’s CEO James Carroll. “The longer the shutdown endures, the higher the risks are for not only the essential government missions but the constituents our government serves. It is imperative that policymakers act swiftly to reopen the government and prevent further damage.” 

The Professional Services Council (PSC) published a shutdown impact tracker outlining how the extended shutdown has disrupted vital contracting activities, including services related to national security, information technology, logistics, operations and maintenance, children and family services, and other mission-critical support.  

From the impact on the ability to evaluate chemical and biological threats, to providing intelligence support to the President’s Daily Brief, the impact tracker highlights real-world examples of how federal agencies and their contracting partners face growing uncertainty around funding, staffing, and deliverables, creating cascading risks for mission execution. PSC member companies are reporting delays in contract awards, payment processing, and personnel deployment, all of which compromise contractor cash flow and threaten continuity of operations.  

"The time is now for Congress to end this shutdown," said PSC President Stephanie Sanok Kostro. ”Let‘s restore appropriations and reopen the government so that agency missions can resume without further deterioration.”
