Arlington, Va. (August 21, 2025) -- The Professional Services Council (PSC) is pleased to announce the appointment of Matthew Busby as Vice President of Membership. In this role, Matthew will lead the organization’s membership engagement, recruitment, and sponsorship efforts—advancing PSC’s mission to support the government contracting community with vital advocacy, policy insight, and member-driven initiatives.

Matthew returns to PSC with a deep understanding of the organization and its mission, having previously held leadership positions within PSC where he delivered consistent results in revenue growth, retention, and member satisfaction.

"We are thrilled to welcome Matthew back to PSC in this vital leadership role," said PSC CEO James Carroll. "His unique blend of strategic vision, operational expertise, and deep knowledge of our community makes him the ideal person to lead our membership efforts. His role reinforces PSC's commitment to delivering exceptional value and engagement to our members."
An accomplished association executive, Matthew brings nearly 20 years of experience leading membership strategy, business development, and customer engagement across national and international trade associations. Before rejoining PSC, Matthew served as Associate Vice President of Membership at the National Association of Community Health Centers (NACHC), where he led strategic growth initiatives and strengthened member retention across a nationwide network of federally funded health centers. His work included developing new programs to enhance the member experience and modernizing operational systems for greater efficiency.

“Matt brings to PSC the perfect mix of association experience, industry knowledge, and ability to work seamlessly with our entire team,” said PSC President Stephanie Sanok Kostro. “His career spans multiple sectors, including contracting and public policy. He is recognized for delivering measurable value to members, building trusted relationships, and managing organizational transformation in complex environments.
