PSC Welcomes First Four Proposed Rules Under Revolutionary FAR Overhaul
ARLINGTON, VA (June 23, 2026) — The Professional Services Council (PSC) today welcomed the release of the first proposed rules under the Revolutionary FAR Overhaul, a historic effort to modernize the regulations governing the federal acquisition system.
The first tranche of proposed rules represents a significant step toward building an acquisition framework capable of operating at the pace of technological advancement — one that empowers the acquisition workforce, encourages innovation, and enables agencies to access cutting-edge solutions and deliver mission capabilities faster and more effectively.
"The release of these proposed rules is a pivotal moment for federal acquisition," said Jim Carroll, CEO of the Professional Services Council. "The promise of the Revolutionary FAR Overhaul is a procurement system that can actually keep pace with the speed of innovation — where agencies have the flexibility and tools to access the best solutions available and deliver for the mission without unnecessary delay. PSC will be an active and constructive voice in the public comment process, and we look forward to working with the Administration to get this right."
PSC represents the companies that power the government's most critical missions — from modernizing federal IT infrastructure to advancing scientific research to ensuring that disaster response can surge at a moment's notice. The government's ability to outpace adversaries, respond to emerging threats, and deliver for the American people depends on its ability to seamlessly access and deploy the best talent, technology, and expertise the private sector has to offer. A modernized acquisition framework is essential to making that possible.
PSC supports reforms that provide acquisition professionals with greater flexibility, clearer guidance, and improved tools to exercise sound business judgment while preserving the transparency, competition, and accountability that are foundational to a well-functioning procurement system. The release of these proposed rules marks the beginning of an important public dialogue, and PSC is committed to engaging directly — with its member companies, with agency partners, and with policymakers — to ensure the resulting framework strengthens the government's ability to meet emerging challenges.
