PSC Comments on Proposed Rule re: Nondisplacement of Qualified Workers Under Service Contracts
On August 15, 2022, PSC submitted detailed comments on a Department of Labor proposed rule to implement Executive Order 14055, Nondisplacement of Qualified Workers Under Service Contracts. PSC expressed concern about the range and application of obligations within the proposed rule, as well as the ability of the proposed language to achieve additional efficiency or economy in transitioning service contracts between incumbent and successor contractors. This is the third time that the executive branch has attempted to impose nondisplacement obligations on service contractors.
