Defense and Intelligence Summary

PSC participates on twice-a-week calls with DoD and periodic calls with ODNI regarding acquisition policy and other industry issues connected with COVID-19 impacts.  Following each of the DoD and ODNI calls, PSC disseminates information to our D&IC distribution list to promote situational awareness across our membership.  You can review/change your PSC engagement options here

PSC Member Input.  There has been considerable progress resulting from these calls, which is attributable to the feedback from the PSC community.  With additional policy guidance forthcoming  and additional legislative action expected in the near future, PSC continues to request that members provide any relevant updates and concerns by emailing policy@pscouncil.org or filling out this survey(Note: PSC will use this information exclusively for internal purposes. We will not disseminate any information and your submission will be kept confidential).

DoD Announcement on COVID Safety Protocols for Federal Contractors (10/20/2022)
DoD's Defense Pricing and Contracting (DPC) published an announcement to ensure that DoD Components take NO ACTION to enforce any contract clauses implementing Executive Order 14042.

DoD - Reporting Requirements - Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (11/30/2021)
This memo directs DoD Components to report, via a DFARS 252.223-7999 refusal report, when contractors refuse to accept the clause entitled "Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors"

DoD - COVID-19 Vaccination - 60 Day Limited Exception (11/30/2021)
Provides a limited authority for agency heads to approve an exception, for up to 60 days, to allow contractor employees to begin work on a covered contract or workplace before full vaccination.
