DESCRIPTION 

At this session of PSC's Contract Finance and Cash Flow Committee, participants will hear from Matthew Popham (SVP for Government Compliance, Leidos) on the Cost Accounting Standards Board's recent meeting agenda and other open cases. Topics will include: - Conformance of CAS to Generally Accepted Accounting Principles (GAAP). - Notice of Proposed Rule Making addressing the impact of GAAP changes to operating revenue and lease accounting - ANPRM addressing conformance of CAS 408, Accounting for costs of compensated personal absence, and CAS 409, Cost accounting standard depreciation of tangible capital assets, to GAAP - Whether and what type of accounting change conformance of CAS to GAAP might trigger and the associated implications - Conformance of CAS to GAAP – CAS 404 Capitalization of Tangible Capital Assets and CAS 411 Accounting for Acquisition Costs of Material. After this presentation and discussion, we will have a brief Committee business meeting to review upcoming events and items of special interest.

As a recognized executive, on-air commentator, and policy expert with more than 20 years of experience in the U.S. Government and industry, she brings a wealth of knowledge in federal procurement policy and acquisition regulations, government processes and programs, and public-private partnerships.


ABOUT ABPC
The Acquisition and Business Policy Council is the principal body for developing PSC’s positions and taking action on cross-cutting, major acquisition policy issues. Its focus encompasses wide-ranging issues such as multiple award and schedules contracts, the role of contractors, federal acquisition workforce development, commerciality, contract type and competitiveness, requirements development and evaluation strategies, alternative acquisition models, internal and external communication, and industrial base health and competition. The Acquisition and Business Policy Council fosters formal and informal partnerships with policymakers and allied stakeholders, and works toward an outcome-oriented federal services acquisition process through regular meetings, timely programs, and various other avenues.
