PSC Comments on the Use of Project Labor Agreements for Federal Construction Projects
On October 18, 2022, PSC submitted comments to the FAR Council regarding its August 19 Proposed Rule requiring Use of Project Labor Agreements for large-scale Federal construction projects of $35 million or more. PSC stated that while it remains neutral on the use of PLAs on a case-by-case basis, mandating use of PLAs would establish a precedent of government preferences in instances in which the Government should remain competitively neutral. PSC said that absent data about the costs and benefits of this mandate, such a rule would diminish vendor selection and participation by both small and large businesses. To date, PSC has seen no evidence that mandated PLAs of over $35 million would enhance the efficiency or economy of the Federal Government. Read PSC’s additional comments here.
